Both betas are likely to contain bug fixes and minor improvements to various features. At the moment, we managed to find out that the following changes are present in iOS 9.2 beta 3:

  • In Safari View Controller, page reload without blocking content and loading the desktop version have been added, both options are called by a long tap on the page refresh button, as in Safari.
  • Explicit congestion notification (ECN) is enabled by default for Wi-Fi and some mobile operators. ECN is used to reduce network latency and prevent packet loss.

In addition, Mac developers and beta testers can download the third beta OS X 10.11.2 released at the same time.
