We can confirm that the new iPad will have a new A12X processor – an even faster version of the A12 processor for iPhone models this year. In addition, the GPU will be accelerated.
The processor number is 'T8027' and the codename is 'Vortex'.
'Vortex' is also the codename for the two 2.49GHz high performance cores in the current A12 Bionic processor (4 energy efficient cores are called 'Tempest'). The A12 Bionic processor contains a 4-core GPU that is 50% faster than the A11 Bionic in last year's iPhone X.
